The Commissar on a horse just doesn’t really make sense if you take into account a normal Guard Army. They took out the Grenadiers, which makes sense because they don’t need another troop choice with different weapons. The list of DKoK they moved to Legends (pictured top) actually makes sense if you think about them trying to standardize them to Guard.
